Merchant navy exams in India: the complete map

Which certificate comes when, what sea service sits between them, and what each examination actually asks. Written for the Indian route.

There is no single exam that makes you a marine engineer in India. There is a sequence of them, spread across several years, interleaved with sea service and a stack of short courses that expire on their own schedule. Most of the confusion people have is not about the engineering — it is about the order.

The sequence, in order

Certificates of competency

A certificate of competency is issued by the Directorate General of Shipping and is what permits you to hold a particular rank. The examinations are conducted through the Mercantile Marine Departments, and the written papers are supplemented by an oral examination with a surveyor — which is where most candidates are actually filtered.

MEO Class 4 is the first certificate of competency and qualifies you as a watchkeeping engineer. MEO Class 2 is the management-level certificate for second engineer. Class 1 follows for chief engineer. The COC ladder guide sets out every rung with the service required between them.

Sea service

Sea time is the constraint that governs the whole timeline, and it is the one most often miscounted. Watchkeeping service on a vessel of the required propulsion power, properly recorded and certified, is what the Directorate accepts — not simply days aboard. STCW short courses

These are separate from your certificate of competency and run on their own expiry cycle. Basic safety training, advanced firefighting, medical first aid, survival craft and the security course all appear on the list, and several must be refreshed every five years. The oral examination

Every candidate underestimates this at least once. It is not a recall test — the surveyor is establishing whether you can be trusted with the plant, and the questioning follows your answers rather than a fixed script. If you are going ashore instead

Two routes come up repeatedly. GATE Naval Architecture and Marine Engineering leads to M.Tech admission and PSU recruitment, and its syllabus was revised for the 2027 session. PMP suits engineers moving into project roles, and drydocking or newbuild supervision usually counts as the project leadership experience it requires.

What is examinable and what is merely true

A recurring frustration is that candidates study material far beyond what is asked, while missing things that appear every sitting. The watchkeeping guide is a good example: the round, the handover and the response to a specific alarm are asked constantly, because they are what the job consists of.

Where mock tests fit

Reading is how you learn the material. Answering questions under time is how you find out what you have not learned. The two are not substitutes, and doing only the first is why people are surprised on the day.
