MEO Class 2 is the management-level certificate of competency, qualifying you to serve as second engineer. Candidates who cleared Class 4 comfortably are frequently surprised by it, and the reason is not that the engineering is harder. It is that the questions change character.

What changes from Class 4

At operational level you are asked what a system does and how to operate it. At management level you are asked to decide. A Class 4 question asks how an oil mist detector works; a Class 2 question gives you an oil mist alarm at sea in heavy weather and asks what you do, in what order, and why.

The shift shows up in three ways:

• Diagnosis over description. You are given symptoms and asked for the probable cause and the next measurement that would confirm it.
• Judgement under constraint. Continue to the next port or divert; defer an overhaul or take the off-hire; use the fuel or reject it.
• Management responsibility. Planned maintenance, budgets, dry-dock specifications, supervising contractors, and the safety management system as something you operate rather than comply with.

• ISM implementation, risk assessment, incident investigation and root cause analysis
• Maintenance planning, dry-dock preparation and spares management
• Energy efficiency and the carbon intensity regime — SEEMP, EEXI, CII
• MARPOL at management level, including the record-keeping that attracts prosecution

The environmental section is no longer a footnote

Carbon intensity, alternative fuels and emissions abatement now appear regularly. A candidate who can explain the difference between EEXI and CII, and what a ship rated D for three consecutive years must do, is answering current material. One who treats MARPOL as five annexes to be listed is answering the exam of a decade ago.

Preparing differently

The most common preparation mistake is re-reading Class 4 material at greater depth. Depth is not the axis on which the exam moved. Practise scenarios: given this symptom, what is your first measurement; given this failure at sea, what is your sequence; given this commercial pressure, what do you tell the master and what do you record.

The oral guide matters more at this level than at Class 4, because management-level orals are almost entirely scenario-driven.
