The first certificate of competency — what the written papers cover, what the assessment checks, and the three mistakes that cost most candidates marks.
MEO Class 4 is the first certificate of competency for a marine engineer and qualifies you to keep an engineering watch. It is examined by the Directorate General of Shipping through the Mercantile Marine Departments, and it consists of written papers followed by an oral examination.

Two things must be satisfied: an approved qualification, and sea service. The usual routes are a B.Tech in Marine Engineering, the Graduate Marine Engineering course following an engineering degree, or an approved diploma route. Sea service is commonly stated as not less than 183 days of watchkeeping duty in the engine department of a sea-going ship with main propulsion machinery of 750 kW or more.
The propulsion power threshold matters and catches people out — time on a vessel below it does not count toward this requirement however useful it was. The sea time guide covers how service is recorded and certified.
There is an assessment stage that precedes the written papers, and it is largely a documentation exercise rather than a technical one. Sea service records, course completion certificates, medical fitness and the training record book are verified. Candidates fail here for missing paperwork far more often than for anything to do with engineering, so assemble the file early.
The syllabus is organised by function rather than by academic subject, which is worth internalising because the oral examination follows the same logic. Broadly:
Three patterns recur. The first is answering a question about a system with a description of the component — asked about the fuel system, candidates describe the injector. The second is regulatory figures quoted approximately; a surveyor asking about the 15 ppm alarm wants the number and the automatic stopping arrangement, not a general account of pollution prevention. The third is the inability to explain a routine action, such as what you check before starting the main engine after a period of inactivity.
Work by function rather than by textbook chapter, because that is how you will be examined and how the job is organised. For each system, be able to state what it does, how it fails, what the alarm is, and what you do when it operates. Then test yourself under time — reading produces a feeling of competence that answering questions reliably corrects.
